Céline, our miller, tells you: 

The mill uses water from a small river to operate. This water is stored in a basin, which I partly empty when I crush wheat. We're talking about locks...   

There is no question of opening the valve all at once, the mill would run away causing damage to the gears or the grinding wheels. Especially since when I stop the mill, I relieve the mechanics by spacing out the millstones. A very little water is then necessary to activate the whole thing. 

So when I start it the next day, I open the valve a little, it starts. 

I tighten the millstones, I open the valve harder. 

I tighten the burrs again so that they provide a fairly fine grind, and I open the valve fully to give the necessary energy to the wheel. 

The working valve is outside, the adjustment of the millstones is inside, hence a few quick back and forths to start a sluice in good conditions...
